CleanCo is working with the Ipswich City Council to better understand how we can contribute to the ICC Waste Directive. Brett Davey, Manager of City Design for the Ipswich Council, has been invited to join our session on the opportunities and limitations of the Swanbank site at the session on Saturday, 10 June.
We consulted with the Queensland Pioneer Steam Railway Society for a response to this question. At this point in time CleanCo has no ambitions to remove the rail infrastructure and continues to support the current tourism operations through use of this rail loop.
Future plans for access to the region include upgrades to road access from Redbank Plains road. General growth in the area is likely to improve roads and access across the region.
Existing infrastructure is likely to remain for the medium term due to the unknown requirements for connection infrastructure and associated energy development opportunities for the site.
It is possible that the area previously used for staff parking could be re-purposed if this is a recommendation from the Panel. The AEMO Quarterly Engery Dynamics report for Q1 2023 states the daily demand on the National Electricity Market (NEM) was 21,181 MW. During this quarter Queensland reached an all time maximum operational demand record of 10,070 MW for 30 minutes between 5 and 5:30m March 17 2023.
AEMO forecasts that by 2050 the maximum daily demand in the NEM could be greater than 58000 MW in a scenario where most consumers rely on electricity and the global manufacture of internal-combustion vehicles has all but ceased.
The Swanbank Clean Energy Hub and generating assets are connected to the grid and deliver power into the NEM (National Electricity Market).
The National Electricity Market (NEM) is comprised of five physically connected regions on the east coast of Australia:
- Queensland
- New South Wales (which includes the ACT)
- Victoria
- Tasmania
- South Australia
Theoretically, therefore, electricity generated at Swanbank supplies power to all of these states.
Every home has different power consumption requirements, but as a general rule of thumb, an Australian household's peak power usage is between 3-5kw. So the BESS would be able to supply from 50,000 to 70,000 households at peak power demand.
It is possible that in the future there could be infrastructure for charging electric vehicles and/or fuelling of hydrogen vehicles, either at the CleanCo site or at adjacent businesses.
CleanCo currently operates two electric vehicles and one hybrid as part of our fleet at the Swanbank Power Station. We have installed our own vehicle charging infrastructure for those vehicles.
It would be a consideration for the design of any future public parking facilities to include electric charging.
Swanbank Road is subject to flooding from Bundamba Creek during severe weather events.
Future access to the region may mitigate this flood risk through alternative road access via Redbank Plains Road.

At the moment, controlled burns are used to manage heavily vegetated areas and general vegetation management is focused on the operational areas of the site.
A routine program to manage introduced fauna is yet to be established. However a targeted pest reduction exercise for removal of Tilapia in the cooling water dam was conducted earlier this year.
Before any work begins on implementing the Masterplan, any potential impact on the health of the environment or the health of the people in our community will be fully investigated and measured through a social baseline and impact assessment.
At the final session of the three co-design sessions, the Panel will present its recommendations to the CleanCo Board.
Jaime from ARUP will then incorporate the Community Panel recommendations into a visual representation of the masterplan.
Our aim is to share this draft masterplan with the Panel in August to review and provide feedback. The final Masterplan will be presented to the Board to endorse in December 2023.
Panel members will be invited to continue collaborating with CleanCo as we implement the masterplan in phases.
CleanCo has been hosting the Swanbank Business Forum, connecting with the Ipswich Chamber of Commerce, and the First Nations Business Forum on a regular basis over the past 12 months. Feedback from these forums has informed our engagement with the wider community and we are actively mapping local procurement opportunities, and sourcing from local businesses where possible.

The Rehabilitation Project for the ash dam footprint area aims to provide a safe, stable and "free-of-pollution" final land use.
CleanCo is currently assessing potential scenarios and methods for rehabilitating the ash dam. The rehabilitation and options for the future use of the Ash Dam are beyond the current remit for the Panel.
We will share information - and further engagement opportunities - with the community as this project progresses (please see response in 'clean energy ideas' conversation thread).
At this stage the ash dam area is not considered part of the co-design remit. Financial provisioning for the rehabilitation is provided by the State Government as part of the operation of its Government Owned Corporations (GOCs).
The ash dam ownership was transferred to CleanCo in 2018 as part of the GOC asset handover.
CleanCo is currently developing a detailed rehabilitation design which will inform the accuracy of the funding requirements.
At this stage the ash dam area is not considered part of the co-design remit.
CleanCo is currently assessing all the historical data associated with the ash dam to understand if there is a requirement for additional studies to establish a suitable final land use and rehabilitation plan for the ash dam.
CleanCo is actively looking at our emissions profile across all our sites and developing a pathway and activities to reduce emissions.
Net Zero is a key focus for our sustainability team and the Swanbank Clean Energy Hub provides a unique opportunity to explore decarbonisation in all aspects of the project. This work is ongoing and evolving.
At the moment we are establishing the foundations that will put us in a position to pursue net zero and eventually net positive results.
CleanCo will as a matter of course continue to engage with industry counterparts and other LGAs around the opportunities for renewable energy technology in the broader region as the opportunities present and as part of general industry advocacy.
Our work at the Swanbank precinct is providing many opportunities for us to share learnings and thoughts.
