Contamination studies for the site have been conducted over several years and provide a high level of certainty and understanding of the contamination issues. CleanCo aims to complete the remediation of any contaminated land by the end of this year and does not foresee any impact to the masterplan from this remediation.

At this stage the ash dam area is not considered part of the co-design remit. Final ash dam land use will be determined and considered during the rehabilitation design works to ensure that stability of the ash dam is effective for the final use case.

Fly ash reuse will be considered during the rehabilitation design works, but it is anticipated that whilst coal-fired power stations continue to operate across Queensland that the demand for fly ash from ash dams will be extremely low.

CleanCo is working with battery manufacturers to drive improved environmental outcomes for end of life of these assets. CleanCo understands that Circular Economy outcomes are important for the Ipswich community. It is anticipated that effective resource recovery will be included in the end of life (20 year) design considerations.

The volume of water extracted from Swanbank Lake each day varies with our operating profile and the amount of rainfall we recieve. Generally it averages around 4-5ML per day, but can increase to 10ML a day in periods of sustained 24/7 operation.

The primary water source utilised to maintain the level in Swanbank Lake and supply cooling water to the Swanbank E gas turbine is recycled water from the Western Corridor Recyled Water scheme. We also manage the lake for rainfall catchment and can source water from both the Brisbane and Bremer rivers if needed.

A review of the ecological condition of the Swanbank precinct has been completed as part of the baseline studies for the project. The review found that the main ash dam area is dominated by Pampas grass and has relatively low ecological value in its current state. It is expected that the 'soil' condition of the uncapped existing ash surface is relatively poor in terms of traditional soil health indicators, and hence the inclusion of growth media (soil capping) as part of the ash dam rehabilitation design will improve the ecological value of this area.

This question has been addressed as part of the day 2 workshop session.

Swanbank E will continue to operate as a gas fired power station. A range of clean energy options are currently being explored as the possible " input fuel". Community sentiment on the different forms of clean energy generation will be taken into consideration when developing the future energy portfolio at Swanbank. CleanCo will continue to share information with the community as decisions are made around clean energy generation and storage at the site.

$10M is an initial commitment by the CleanCo Board to commence delivery of the Swanbank Masterplan. Our aim is to partner with other organisations, industry, universities, and levels of government to secure additional funding to implement the approved recommendations into the future.

To better understand the communities’ feelings about the future site CleanCo has provided the following opportunities for any community to have their say. This includes - online through the re-imagine Swanbank webpage, in person at local events, through social media and through meetings with local business forums and the Ipswich City Council. A summary of these findings was presented on day 1. of the community Panel co-design and are available on the closed page. A full report of the feedback received from the community will shortly be publicly available on the Re-imagine Swanbank webpage.

Ongoing maintenance and responsibility of the site will depend on the final Masterplan. Cleanco will work with a range of partners, including the Ipswich City Council, to develop opportunities for employment and agreements for the maintenance of each feature of the site development.

CleanCo is not aware of any buried planes within the precinct.

As a government owned corporation, the CleanCo Board authorises all final decisions.

Employment opportunities will depend on the recommendations put forward by the Community Panel and the decisions of the CleanCo Board. It is very likely that jobs for the community will be created through the masterplan. Additionally, it is recognised that more clean energy jobs will be created as the development of the energy infrastructure is realised for the site.

CleanCo recognises the sustainability value of retaining buildings and at this stage our goal is to re-purpose existing buildings, where practical, rather than remove and replace with new structures. Decisions for this will be based upon condition assessment of the buildings and the desired reuse of these structures.

Allocating space to some form of First Nations business is something that has been identified as a priority by the Community Panel. CleanCo will work with the Traditional Custodians of the Swanbank region to identify what this could include within the parameters established by the Codesign Panel members.

The Swanbank Clean Energy Hub and generating assets are connected to the grid and deliver power into the NEM (National Electricity Market).

The National Electricity Market (NEM) is comprised of five physically connected regions on the east coast of Australia:

  • Queensland
  • New South Wales (which includes the ACT)
  • Victoria
  • Tasmania
  • South Australia

Theoretically therefore electricity generated at Swanbank supplies power to all of these states. It will continue to be a critical site for power generation long into the future given its location to the largest load in SEQ, Brisbane.

The adoption of a large scale battery solution has been recognised as a gap in CleanCo's generation portfolio. This has been driven the need to prioritise this development.

For other clean energy options, CleanCo are currently working with a consultancy to develop a short list of options to take to the market. A final decision is not expected to be made until early 2024.

CleanCo will provide community updates on the energy development plans via the 'Reimagine Swanbank'.

Where practical, CleanCo has objective to utilise areas of the precinct to improve ecological values through restoration and regeneration of previously impacted areas.

CleanCo is working to establish partnerships with educational institutions across the full range of learning options.

Masterplan Ideas
